Programme

On December 9, 2025, the Valdai Discussion Club will hold a conference titled “Security in Eurasia: From Concept to Practice.” The event will take place at the Moscow headquarters of the Club and will bring together more than 40 participants from India, Iran, Kazakhstan, China, Pakistan, Uzbekistan, and Russia.

The Valdai Club has repeatedly stated that the world has finally entered an era of polycentricity. Russia is playing an active role in the formation of a new polycentric world order and demonstrates its commitment to understanding the indivisibility and comprehensive nature of international security, as stated by Russian President Vladimir Putin in his speech at the 22nd Annual Meeting of the Valdai Club.

The theme of the upcoming conference, “Security in Eurasia: From Concept to Practice,” refers to the Russian initiative to create a unified Eurasian security architecture. This concept was developed at both the expert and official levels; it was discussed at bilateral summits with the leaders of India and China and was incorporated into joint statements within the CIS and the Union State of Russia and Belarus.

The purpose of the conference is to present an expert vision of the Eurasian security architecture, which can contribute to its further development at the official level. The Valdai Club traditionally provides a platform for experts from all over the world to have a frank exchange of opinions. According to the organizers, the conference participants will discuss what the new security system should be, what its principles, goals, and stages of development are, and how the views and ideas about regional security of potential participants in its future architecture are aligned.

The conference program is designed for one day and will include the opening, three thematic sessions, and the closing ceremony. The discussion agenda will include the following topics:

  • Security in Eurasia: Conceptual Approaches;

  • Security in Eurasia: Military-Political Dimension;

  • Security in Eurasia: Economic Aspects.

A new Valdai Club report, “Eurasian Security Architecture: Origins, Core Principles, and Prospect for Evolution,” has been prepared especially for the upcoming event and will be presented at the opening session. “Russian diplomacy is already acting on the idea of building Eurasian security architecture as a conceptual framework in its foreign policy planning. Isolated principles are reflected in bilateral and multilateral formats. The bilateral formats include new bilateral treaties between Russia and the Democratic People’s Republic of Korea, and between Russia and the Islamic Republic of Iran. Multilateral initiatives include the declaration adopted at the Shanghai Cooperation Organisation summit in Astana in 2024,” notes Ivan Timofeev, Programme Director of the Club and author of the report.

The international participants of the conference include: Mehdi Sanaei (Iran), Ambassador Extraordinary and Plenipotentiary, Professor of the University of Tehran; Sanjeev Choudhry (India), Director of the Editorial Board of the Indian Armed Forces Institute; Wang Wen (China), Dean of the Chongyang Institute for Financial Studies, Renmin University of China; Rashid Wali Janjua (Pakistan), Director of Research, Islamabad Institute of Policy Studies; Bulat Sultanov (Kazakhstan), Director of the Research Institute of International and Regional Cooperation of the Kazakh-German University; and others.
