“Stability and Potential: Russia and China on the 75th Anniversary of the Establishment of Diplomatic Relations”

Moscow, October 14–15, 2024

Monday, October 14

12:00 12:15 Conference Opening (LIVE: Russian, Chinese)

12:15 14:00 Session 1. Global Transformation of the World Order and the Strategic Response of China and Russia (LIVE: Russian, Chinese)

China and Russia are staunch supporters of an equal and orderly multipolarity, the central role of the UN and international law. However, the stability and development necessary for the prosperity of the world have faced a challenge related to the unwillingness of the United States and its allies to limit their hegemonic aspirations, their desire to maintain control over other countries. The introduction of unilateral “sanctions” and the trade wars, to put it mildly, do not contribute to general economic openness, free exchange of goods and technologies, and disrupt investment cooperation between states and companies. During the session, the experts will discuss the similarities and differences in the approaches of China and Russia to solving problems arising in the process of painful global transformation of the world order.

15:00 16:30 Session 2. Stability, Development and Security in Greater Eurasia

For Russia and China, Eurasia is a common home, in the stability and development of which they are vitally interested. Both powers are making efforts to achieve this both at the level of bilateral relations and in broader international formats. The key concepts for modern Eurasia are “interconnectedness” and “interdependence”, which primarily include the ability of the region’s states to work together to strengthen regional security. The most important area of cooperation in the coming years will be the construction of the Eurasian security system, to which the Belt and Road Initiative and the Shanghai Cooperation Organization are already making an important contribution. The goal of the session is to discuss the new Russian initiative in the field of Eurasian security and the prospects for comprehensive cooperation within the framework of regional projects and initiatives already being implemented.

16:45 18:15 Session 3. China, Russia and the Construction of a New Type of Multilateralism

Cooperation between the states of the Global South within the BRICS group is an example of a new type of multilateralism in international politics and economics. Russia and China are actively promoting new, fair forms of interstate cooperation, actively inviting others to participate in it, creating the basis for a future world order in which there will be no place for the unilateral dictate of a narrow group of states. The issues to be discussed at this session are of practical and academic interest in terms of the future of international institutions, the potential of BRICS after expansion, and the possibility of creating practical mechanisms on this basis that will not only overcome the consequences of the destructive policies of the West (de-dollarization, creation of infrastructure for settlements, insurance, and global logistics), but also create a foundation for a new type of global economy and policy.

09:30 11:00 Session 4. Cooperation in Education, Humanities, and Communications in the Digital Age (LIVE: Russian, Chinese)

By decision of Russian President Vladimir Putin and Chinese President Xi Jinping, 2024–2025 have been declared the Years of Culture of Russia and China. The practical content of cooperation based on this decision includes intensifying interaction between the parties in science and technology, education, and talent training. During the session, Chinese and Russian experts will discuss tasks and ideas, the implementation of which will make bilateral relations in the specified areas and in other areas of public, expert and educational interaction even more intense.
