The Congress of Vienna was characterized by competing political forces with innovative thinking after Napoleonian wars, but conservative forces prevailed. Two revolutions happened in 1830 and 1848. Frankly speaking, results of the Vienna congress were not successful. It's not the great model if compared to CSCE and Helsinki Act of 1975 and Paris Charter of 1990.
