«The essential idea of the Belt and Road Initiative is to combine land and sea in an articulated whole through creating of ports together with industrial zones», asserts Bruno Maçães, Senior Advisor, Flint Global (London), Minister of European Affairs of the Portuguese Republic (2013-2015). Since a project of such a massive scale raises legitimate concerns, the Initiative needs more transparency and multilateral dimension. According to the expert, that would deprive China of some power and control, but the project might be more successful.
