The inclusion of China in a new treaty would benefit regional and global stability, although this change would almost certainly require over two years to negotiate.

The End of the Arms Control Era
On August 2, 2019, the Treaty on the elimination of intermediate and short-range missiles (INF Treaty), was officially terminated. It was signed in 1987 by the heads of the USSR and the USA: Mikhail Gorbachev and Ronald Reagan. This document has so far served as the basis of the arms control system. Why did this happen? Does the absence of a treaty mean the beginning of a new uncontrolled arms race or the threat of a nuclear war? What are we to expect next? The Valdai Club experts tried to answer these and other questions during a discussion that was held on the eve of the historic day.

NATO´s “Co-Ordinated Response“ – the Road to a New INF Treaty?
For China to join a new INF Treaty, the cost would be great. China has already invested a huge amount of money into short and intermediate-range ballistic missiles, to strengthen its anti-access/area denial strategy within the so-called first island chain linking the East China with the South China Sea. China therefore does not intend to reduce this kind of arsenal. Such a reduction could weaken China’s overall defence plans in Asia.
