He has previously held senior positions at the Center for Strategic and International Studies, the Carnegie Endowment for International Peace, and the John D. and Catherine T. MacArthur Foundation as well as teaching and research positions at Stanford University, the University of California at Berkeley, the Johns Hopkins University School of Advanced International Studies, and the Center for Eurasian, Russian, and East European Studies (CERES), School of Foreign Service, Georgetown University.
He is the author and editor of 6 books including The Russia Balance Sheet (with Anders Aslund, 2009) and Russia after the Fall (2002) and more than 100 academic articles, book chapters, reports, and op-eds. His most recent publication is Elevation and Calibration: A New Russia Policy for America (2016).
