Over the last few years, the situation in the Euro-Atlantic was changing dramatically, says Robert Legvold, Marshall D. Shulman Professor Emeritus, Columbia University; Director of the Euro-Atlantic Security Institute. “Now we have in many ways recreated characteristics of the original Cold War. We have divided Europe, and we have remilitarized European security.” What we have to do now, is to avoid major conflict, to preserve existing security agreements, and to develop confidence.
