Votes on Israel and Palestine in the UN General Assembly: Past and Present

The 10th Emergency Special Session of the UN General Assembly dedicated to Israel and Palestine, which was held several years after the previous meeting, and its adoption of resolution A/RES/ES-10/21 “Protection of civilians and upholding legal and humanitarian obligations” returned to the agenda the question of the global balance of power and how countries stood with respect to this issue. In this regard, it is interesting to both analyse the results of voting by countries on this resolution, and compare them with previous votes on the topic, writes Valdai Club Programme Director Oleg Barabanov.

Previously, we have already looked at voting in the UN General Assembly using the example of African countries on resolutions on Russia and Ukraine as well as the example of the countries of the “old” and new BRICS members on Russian and Iranian resolutions. Naturally, the results of these votes should not be taken as absolute. There is not always a direct connection between a country’s UN vote and its actual practical actions, despite the fact that the resolutions of the UN General Assembly are advisory in nature, and their implementation is essentially connected only with the good will of the countries that are targets. Therefore, the “for” or “against” votes from certain states do not, in our opinion, have decisive significance here. In the above texts we saw this in the example of resolutions on Russia. Nevertheless, voting in the UN General Assembly shows what public position the states consider most appropriate to take. Therefore, it is undoubtedly important.


According to the normative provisions of the General Assembly, Emergency Special Sessions can be convened in exceptional cases where there is a threat to peace. There were eleven of them in total. Moreover, these sessions can interrupt their work and then resume it as needed. This tenth session on Israel was first convened in 1997 and subsequently resumed meetings in 1998, 1999, 2000, 2001, 2002, 2003, 2004, 2007, 2009, 2017 and 2018. Now, after a five-year break, it has been convened again. This, by the way, explains why its serial number, tenth, is smaller than the eleventh number of the UN General Assembly Emergency Special Session on Russia, which began its work after February 24, 2022.

In general, of these eleven sessions, Israel and related Middle East problems were the most often objects of their work (1st emergency session in 1956 on the Suez crisis, 3rd in 1958 on the Lebanon crisis, 5th in 1967 on the Six-Day War, 7th in 1980-82 on the Israeli-Palestinian conflict, 9th in 1982 on the Israeli occupation of the Golan Heights and 10th in 1997-2023, again on the Israeli-Palestinian conflict). The USSR and Russia have been the subject of such sessions three times: the 2nd session on turmoil in Hungary in 1956, the 6th session on Afghanistan in 1980, and the 11th session on Ukraine in 2022-23. Another emergency session of the UN General Assembly was devoted to the crisis in Congo (4th in 1960), and yet another to the occupation of Namibia by South Africa (8th in 1981).

In addition to emergency sessions, Israel and Palestine are the focus of attention of the regular ordinary sessions of the UN General Assembly every year, and more than a dozen resolutions are adopted on the issue on an annual basis. Some of them sometimes obviously overlap in subject matter. This is partly due to the fact that they are introduced by different political groups of states. The most radical are introduced by Muslim countries (and their supporters, as a rule, Cuba, Venezuela and North Korea). More moderate ones are proposed by some Western countries. As a result, everything is accepted, but with a different distribution of votes. At the same time, resolutions on structures created within the UN itself – like the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs in the Occupied Territories – usually receive the fewest votes, including resolutions on the Committee on the Exercise of the Inalienable Rights of the Palestinian People, and the Department for Palestinian Rights of the UN Secretariat – apparently because of their radical position.

Many of these resolutions, a kind of “core” of them, have been adopted annually under the same names (albeit with the details of the text changing from year to year) for many years. Typically, this package of resolutions on Israel and Palestine at the annual ordinary sessions of the UN General Assembly is put to a vote in December, and it will be interesting to see how the balance of power has changed.

But let’s return to those resolutions that have already been voted on. Let's consider the recent resolution ES-10/21 of October 27, 2023 (for – 120, against – 14, abstained – 45, did not vote – 14), as well as other recent resolutions of the 10th Extraordinary Session:

First of all, let’s compare the number of “for” and “against” votes in the recent resolution ES-10/21 (remember, 120 “for” and 14 “against”) with previous tallies on Israeli resolutions. At the 10th Extraordinary Session over the years, out of 21 resolutions, one, the very first, was technical in that it confirmed the powers of delegations and was adopted by consensus. Of the remaining 20 substantive resolutions, the number of “for” votes ranged from 74 (ES-10/10) to 162 (ES-10/17). However, in only four cases were there fewer “for” votes than now (ES-10/6, ES-10/7, ES-10/10 and ES-10/14). Two more resolutions had the same number of “for” votes (120) as now (ES-10/5 and ES-10/20). The remaining 13 resolutions had more “for” votes than the current resolution. That is, if we are to over-simplify (which, of course, is inaccurate) and call all these resolutions “anti-Israel,” then now the number of states that support them is at a fairly low level compared to the past.

Even more indicative in this regard are the statistics regarding “no” votes. The current resolution has received the highest number of “no” votes (14) in the entire history of the 10th Extraordinary Session. In the previous 19 resolutions, between 2 (ES-10/6) and 9 (ES-10/19) states voted “against” (i.e. “for Israel”). Despite the “anti-Israeli” nature of the current resolution (and it must be admitted that resolutions of this type always receive a majority in the UN General Assembly), the balance of power in the recent vote was noticeably “pro-Israel” compared to the past.

This situation is confirmed by the results of voting for “routine” resolutions on Israel at ordinary sessions of the UN General Assembly over the past two years. If we take into account the resolution on “Aid to the Palestinian people” (77/30 and 76/126), which was introduced by EU member states and written in such neutral and general terms that it was adopted by consensus (even Israel itself did not object to it), then without it, 15 resolutions were adopted in 2022 on Israel and the Middle East. Among these, the number of “for” votes ranged from 87 (77/247) to 175 (77/38). But in only 4 resolutions out of 15 was the number less than 120 (77/22, 77/23, 77/26 and 77/247). Among the remaining 11 resolutions, their number was significantly greater (from 141 to 175). The number of votes against in these 2022 resolutions ranged from 1 (77/38 and 76/123) to 30 (77/23), and also in only three resolutions out of 15 was it higher than 14 (77/22, 77/23, 77/247). In 2021, the picture was the same: 13 resolutions were voted on, those “for” ranged from 80 (76/80) to 178 (76/20) votes, and “against” from 1 (76/20 and 76/77) to 18 (76/80). Only in two resolutions (76/11 and 76/80) was the number of “for” votes less than 120, and only in one (76/80) was the number of votes “against” higher than 14.
That is, being realists, the current balance of power in the UN General Assembly should be recognized: although it can’t be characterised as pro-Israel in the current situation, it is nevertheless quite moderate.

A clearer picture emerges when we look at individual countries and regions of the world. In the current voting, what is most striking is the complete disparity in the positions of the EU member states. Belgium, France, Ireland, Luxembourg, Malta, Portugal, Slovenia and Sweden voted for of the resolution. Austria, Croatia, the Czech Republic and Hungary voted against it, while the rest abstained. In our opinion, this cannot be called anything other than a failure of the mechanisms of the EU Common Foreign and Security Policy. In the above articles devoted to other votes in the UN General Assembly, we drew attention to the fact that on the resolutions on Russia and Iran, all EU members voted the same way, and the EU Common Foreign Policy worked perfectly there. In the case of Israel, however, it stalled for some reason. Apparently, this is a different situation. 

The same can be said about NATO. In addition to EU members who are also NATO members, Montenegro, Norway and Turkey supported the resolution, the US voted against, Canada, the UK and others abstained. Again, in the case of the votes on Russia and Iran, bloc discipline among the NATO members was clear, but in the case of Israel it disappeared.

Now let’s take a look at how individual countries voted on the 28 resolutions of the ordinary sessions of the UN General Assembly in 2021-22 and the three most recent resolutions of the 10th Extraordinary Session. It is clear that the majority, and in almost all cases the overwhelming majority, were in favour of the resolutions. Therefore, we will separately highlight those countries that opposed, abstained or did not vote at all. Any of these positions, with varying degrees of severity, can be called “pro-Israel.” On the other hand, among those who spoke in favour, there are countries that not only voted in this way, but also officially submitted these resolutions to the General Assembly. They can be called (we repeat, simplistically and not always accurately) “pro-Palestinian” ones. However, a sufficient number of countries signed up for some resolutions and did not vote for others, again due to political motives.

From the above statistics it is clear that during the current vote on ES-10/21, many states have changed the approach towards resolutions on Israel which have been developed in recent years.

The following countries have now voted “in favour of Israel” to a greater extent than one might expect: India (previously in most cases it voted “for”, now it abstains); Iraq (all previous times it was “for”, now for the first time it abstained); Iceland (previously in favour in most cases, now abstains); Cape Verde (previously it just didn’t vote on Israeli resolutions, now they abstain); Cambodia (previously always voted “for”, now they don’t vote); Cyprus (previously abstained quite rarely, now abstains); Papua New Guinea (previously only once voted “against”, now also “against”); Paraguay (voted “no” for the only time); Tonga (voted “no” for the only time); Tunisia (now for the first time abstained); Turkmenistan (previously it was “for” 28 times out of 30, but now it didn’t vote); Fiji (now voted “no” for the first time in the data reviewed); Philippines (previously “for” in most cases, now it has abstained); Ethiopia (previously, as a rule, voted “for”, now abstains); Jamaica (previously “for” in 28 cases, now did not vote).

Of the countries that previously, based on the results of past votes, occupied mainly a “pro-Palestinian” position, the following stands out: Azerbaijan (always “for”, but now only for the second time has introduced a resolution); Belize (always “for”, but now introduced a resolution for the first time); China (always “for”, but this is only the third time it has introduced a resolution); El Salvador (29 “for” out of 30 previous votes, now not only “for”, but also a co-author of the resolution for the first time); Saint Vincent and the Grenadines (29 “for” out of 30 previous votes, now “for” and introducing a resolution for the first time) and Russia (27 “for” out of 30 previous votes, and now for the first time in the history of the 10th Extraordinary Session and the practice of the last two years, it not only voted “for”, but also signed the submission of the draft resolution.


That is, despite the rather moderate voting “score” for Israel, it should be noted, that it could have been better for Israel if those countries that most often supported it in the previous two years, would now do the same.
