State makes war, especially when states are in the beginning of their life. And war makes the state. In order to make war you need taxation, you need organization. Are wars productive? Maybe yes, because war makes the state. But wars could also unmake the state. They bring revolutions, chaos and collapse of the state. In any case peace is better than war. On the long run peace is more productive than war. Unfortunately, in order to have peace you need to have a kind of general agreements. You need to have an agreement on territory, you need to have an agreement on legitimacy. These are two big questions. Civilized people should make such agreements by civilized discussions.
