The problem of relations between Russia and the European Union is based on a fundamentally different approach to policy-making. According to Robert Cooper, a well-known British and European diplomat and participant of the 12th Annual meeting of the Valdai Discussion Club, Russia is a country of great ideas and projects and needs a large-scale global approach. EU is a set of norms, rules and technical regulations aimed to solve specific problems. Therefore, the "strategic partnership" has never been balanced.
