For many years, Europe lived under the US security umbrella, but now it has to take more responsibility and manifest itself in the world as an autonomous power, says Nathalie Tocci, Director, Institute of International Affairs (IAI); Special Advisor to the EU High Representative for Foreign Affairs and Security Policy/Vice President of the European Commission. “We need to know and to show to ourselves and our partners that we are able to live up to our own agreements, rules, and laws,” she believes.
