Jon Alterman, Zbigniew Brzezinski Chair in Global Security and Geostrategy, Director of Middle East Program at the Center of Strategic and International Studies (CSIS), talks about the United States' evolving understanding of democracy promotion, and how the US has through practice learned that democracy cannot be imposed on countries like Iraq and Libya.

Alterman also noted that with the development of technology, it is more difficult to censor things that make people question their government, which has led to a shift in US tactics toward the elimination of censorship. At the same time, the increasing amount of "fake news" has led to new challenges, as the over-abundance of information makes spreading such changes more difficult, including in the United States.
