How Is the Management System In Russia Ready for the Future in Comparison With Other G20 Countries? A Panel Discussion

On January 20 at 19:00, the Moscow School of Management SKOLKOVO will hold a panel discussion with the participation of graduates and students of the Master in Public Strategy programme at the Institute of Public Strategies, titled “How is the management system in Russia ready for the future in comparison with other G20 countries?", following a joint study by the Valdai Discussion Club and VTsIOM: “Future Preparedness Index-2019”.

Andrey Bystritsky, Chairman of the Board of the Foundation for Development and Support of the Valdai Discussion Club and VTsIOM Director General Valery Fedorov will present changes in the Index indicators with a special emphasis on the Management System section since the launch of the project in 2017, when the project methodology was developed and the first measurements were implemented.

During the discussion, students will find out who are among the top three G20 countries in terms of their readiness for future challenges in the field of state governance, how Russia ranks, which countries made a breakthrough, and which slid in the ranking over the past  two years. Experts will discuss the reasons for countries’ ranking changes in the Index as well as the research methodology, put forward hypotheses for the near future and advise on what Russia needs to do in order to move forward.

The Future Preparedness Index is a joint project between VTsIOM and the Valdai Discussion Club, which examines the G20 countries and assesses their potential for adapting to the future in 10 areas: technology, education, science, society, culture and communications, resources and ecology, sovereignty/security, management systems, and international influence. The general presentation of the Index-2019 was held in the fall at the Valdai Discussion Club.

The objective of the project is to regularly analyse the readiness of the G20 countries to respond to the challenges of tomorrow, their role in future scenarios, competitiveness according to a number of economic and political criteria, as well as the development of industries and social infrastructure. The image of the future includes technological breakthroughs, a transformation of culture, changes in social relations, new management systems, and other areas, where changes can become decisive in 15-20 years.

According to Andrey Bystritskiy, “The Index is a unique project because it is an attempt to take an integrated look at the G20 countries, its purpose is not to evaluate the e-government performance index or the number of houses covered by cable networks, but rather an attempt to see how the country looks as a whole, and if it’s ready for the future, for the most diverse twists of fate. ”

In turn, Valery Fedorov said: “Russia as a whole takes a middle positions in the Index, skipping ahead 11 among the 20 analysed countries. The average performers which scored similarly to Russia include China, Turkey, Mexico and Italy. The quality of the Russian management system over the past two years, as the study showed, has changed not too much for the better”. What needs to be done to ensure that management systems will be ready for what is most likely to happen on the future? We will look for answers to this question together with the best experts at the Skolkovo event.
