Humanism Under Attack: What Rules Does a "Hybrid War" Have? Expert Discussion

On November 23, the Valdai Club held a panel discussion with Peter Maurer, President of the International Committee of the Red Cross, titled “Humanism Under Attack: What Rules Does a ‘Hybrid War’ Have?”

Armed conflicts are a norm of international politics, but their form and content vary. The classic conception of the conflict goes away, giving way to "hybrid" wars, vague combination of internecine confrontation and involvement of third countries.

The main victim remains the civilian population. The new reality leads to denial of the international humanitarian law by the warring parties, which caused sharp deterioration of humanitarian situation in conflict zones, as well as an unprecedented migration crisis. Humanitarian situation became a critical factor which had a negative impact on the global security.

Russia historically advocated for respect of the international law, and it remains one of the few global players capable to influence resolution of humanitarian challenges. In the framework of the expert discussion the participants will discuss the global role and possibilities of Russia in resolving humanitarian crises and conflicts, as well as the country's contribution to development and observation of the international humanitarian law.
