Dilemmas in Cybergovernance. Expert Discussion

On December 4, the Valdai Discussion Club held an expert discussion, titled "Dilemmas in Cybergovernance".

Cybersecurity is increasingly a central concern for governments, business companies and individuals.

At the international political level, two issues are particularly controversial: global regulation and cyber-actions by proxy.

Concerning global regulation, two divergent positions are present in the debate. On the one hand there are those who argue for the need of a new global cyber convention. On the other those who argue in favour of cyber sovereignty.

Concerning cyber-actions by proxy, the controversy is first about the attribution and second about the legitimacy of this public-private partnership with offensive nature aiming at interfering with domestic affairs of foreign countries.

These are two crucial issues that are shaping the debate and the policies of cyberpolitics.
