Dr. Hanna Notte is a Senior Non-Resident Scholar with CNS, focusing on arms control and security issues involving the Middle East, Russia, their intersection, and implications for US/European policy. Prior to that, she was a Senior Political Officer with The Shaikh Group (TSG), a non-profit political consultancy focused on mediation and informal diplomacy in the MENA region. She researches Russian foreign policy in the Middle East and wrote her doctorate on that subject (Oxford University, 2018). She spent a year between 2015–16 in Moscow on an “Alfa Fellowship” with the Institute of Oriental Studies and the Carnegie Moscow Center. She has also been a visiting researcher at the KAS Syria/Iraq office in Beirut and the IISS Middle East office in Manama. Her articles have appeared in The Nonproliferation Review, Foreign Policy, The National Interest and Carnegie, among others. She holds an MPhil from Oxford University and a BA from Cambridge University. Hanna speaks Russian, Arabic and French and is a German national.

Will Iran Accept Russia’s Ideas for a Middle East Regional Security Process?

At first sight, Russia and Iran seem to have compatible – or even similar – approaches to the JCPOA and regional security. Moscow’s emphasis on the need for all parties to return to the nuclear deal in its original form and avoid raising new demands at this stage is in line with Tehran’s view that the JCPOA is “concluded and sealed” and cannot be renegotiated. US-Russian Arms Control in the Middle East: Defining the Diplomatic Playing Field

In the rich history of US-Russian (and before that, US-Soviet) cooperation on WMD arms control and non-proliferation, the Middle East has long occupied a central place. At the 1995 NPT Review and Extension Conference, Arab states were given assurances, through a resolution sponsored by Russia, the US and the UK, that NPT states parties would pursue the goal of establishing a WMD-Free Zone in the Middle East.
